Update 8/2019 As CEO of the Fletcher Group, Inc Dave teamed with founder of FGI Former Kentucky Governor Ernie Fletcher in responding to a HRSA Funding Opportunity Announced for a Rural Center of Excellence on SUD, Focused on Recovery Housing. They have recently been notified they are awarded a 3-year $6.6 million grant that will begin September 1. The Center will provide technical assistance to rural communities focused on building capacity to address SUD including recovery housing. Reflecting Dave’s roots in the NW, the communities include rural counties in Idaho, Montana, Oregon and Washington.

With a career spanning more than 40 years, Dave has served in multiple capacities in the mental health and human services fields. He brings a broad perspective on addressing children, families, communities, and system needs. He has led efforts to improve human services practices and policies with goals to boost positive results and give voice to those in need. Before joining the Fletcher Group, Dave held positions ranging from psychiatric social worker and head of Group Homes for youth with emotional and behavioral challenges, Professor and Chair of Social Work at Boise State University, Senior Administration in Managed Care, to Chief Administrative Officer and Professor for Department of Psychiatry Clinical Services at Wayne State University. Dave has provided leadership in program development and evaluation with a specific focus on holistic service models that address physical health, mental health, substance use, and social determinants of health. Recently, Dave directed Anthem’s Medicaid Health Home initiatives in multiple states as well as designed, implemented, and evaluated an integrated care program in primary care/FQHC settings in eight states recognized as a best practice by the Institute for Medicaid Innovation 2016-2017.

Dave currently serves as the CEO for the Fletcher Group, a not-for-profit that provides technical assistance to assist communities and organizations develop quality sustainable recovery housing for those with substance use disorders and designs prevention and early intervention programs and services. Dave leads Fletcher Group activities in designing alternative funding models and value-based reimbursement for mental health and substance use treatment programs. He created an alternative payment model (APM) for Opioid Use Disorder treatment—Opioid Use Disorder Accountable Care (ODAC) as well as an APM for mental health treatment services with AMHA Oregon.

Some of Dave’s strengths and passion lie in his capacities to empathetically understand individuals and systems and to use his training and broad experience as a mental health professional and in organizational consultation to bring change that benefits clients, providers, our profession, payers and society as a whole.   Dave has given countless hours paid and unpaid to these ends.  His involvement reflects his commitment to do what he can to create winning solutions for everyone impacted by mental health and systemic concerns

Dave holds a master’s degree in social work from Rutgers, School of Social Work.
